Prepare the necessary ingredients.
Peel the potatoes and boil them in salted water.

While the potatoes are cooking, finely chop the onion and garlic, and lightly sauté them in vegetable oil.

Add the ground beef, salt, and pepper to the skillet. Mix everything together, sauté a little, and let it stew covered for at least 30 minutes.

Season the mashed potatoes with the egg and cheese, grated on a coarse grater. Mix everything together, turning it into a mass for baking.

Add tomato paste (or finely chopped tomatoes) and beef broth (or just water) to the skillet with the ground beef. Continue stewing the contents for another 30 minutes.

Add flavor accents to the cooked meat filling: pour in dry wine and Worcestershire sauce, sprinkle with rosemary. Mix everything thoroughly and heat until the alcohol and excess moisture evaporate.

Grease a baking dish with vegetable oil and spread a layer of stewed ground beef on the bottom.
On top of the meat layer, spread the mashed potatoes with cheese and egg. Brush the surface of the potatoes with raw egg yolk to get a golden crust, and bake the dish in the oven for 20-25 minutes at a temperature of 200 ℃.
